The Department of Planning & Urban Development, at the direction of the Health & Human Services and Public Safety Committee, is evaluating the City's zoning regulations to explore a new and expanded framework for small-scale emergency shelters. In support of this initiative, we have developed a web-based presentation of research on this topic, which includes an overview of the capacity of our existing shelter system, background on existing policy, recent policy changes, and zoning best practices as employed by other communities across the US.
This project is distinct from the City's initiative to develop a modern municipally managed shelter at Riverside Street.
